Minutes of the Meeting of January 22, 2003

 

            The meeting was called to order at 7 PM by President Chapman followed by the flag salute. The minutes of the previous meeting were approved as typed and handed out.

GUESTS

 

The chair thanked Mayor Frank Anderson, City of Everett, for working on a 15% apprenticeship set-aside in city projects. The Mayor spoke to the issue and thanked the Council for bringing the need to the city’s attention.

 

EXEC BD & STAFF REPORTS

           

The Secretary-Treasurer reported on the Executive Board meeting of December 2002 and January 2003. The Board recommended the following:

1.      To support and participate in a King, Pierce, and Snohomish Labor Councils Leadership retreat. M/S/C to concur

2.      To recommend a 2003 budget. M/S/C to concur (see attached budget)

3.      To recommend a donation of $500.00 to the Snohomish County Methamphetamine Summit.

M/S/C a substitute motion to donate $750.00.

United Way Labor Liaison Border solicited volunteers to help with the event.

 

The Board also reaffirmed support for the Snohomish County Jail sales tax issue. Kelly Blomquist, Teamsters 763 spoke to the proposition. The cost of $13.00 a year to the average homeowner, will raise $9,000,000 a year. If the measure does not pass, the 9 million will have to come from somewhere to run the jail. Ed Triezenberg, Carpenters 562 announced that they were donating $1,000 and contributing phone banks. The County Council will meet at 9 AM on Wednesday morning to decide if they will put the measure on the ballot. M/S/C to reaffirm support of the County Jail proposition.


4. To recommend sending the Secretary-Treasurer to the Legislative Conference in Olympia. M/S/C to concur

 

            The Secretary-Treasurer also gave out a written report on meetings attended the last two months representing the SCLC on transportation, education, housing and construction issues.

COMMITTEE REPORTS

 

Community ServicesBill Borders, SEIU 925 & United Way Labor Liaison thanked everyone who attended the holiday party. He also thanked those that helped set up and those that participated. The event raised over $3,500.00. He thanked the locals that contributed so that four families were helped during the holidays through the Adopt a Family Program.

He noted that we are in the midst of a food bank crisis. 50,000 to 60,000 families use the food bank system in Snohomish County. Statewide, 1.2 million visited food banks last year. In Snohomish County labor organizations and their members collected about 800,000 lbs. or 20 per cent of all food bank donations this last year. He thanked Judy Neumann, IAM 751 for joining the Community Services Committee.

REPORTS OF UNIONS

 

            Organizing- L Wentworth, AFSCME 1811CA reported winning an organizing campaign at the King County Library system.

 

Contract negotiations and maintenance-Dave Chambers, Teamsters 763 reported that they are in negotiations with the City of Sultan. Last year they offered to take no COLA and educational benefits to maintain the economic security of the city. The city accepted that. Currently, they are in negotiations on wages, and the city is balking at last years 3.8% CPI that was given up for the previous year. They will be doing a media campaign, and looking for support of the Council.

Chuck Jewell, Teamsters 38 reported that members had voted to accept a distributing contract.

Peg Chrisman, IBEW 77, stated that they had their first negotiations meeting with the PUD. No wage offer was forthcoming. The PUD has hired an attorney from Seattle to negotiate, and they have put a number of management rights on the table.

 

Other Reports  Dave Kurtz, AFSCME 1811PA thanked Council for its key endorsement for Janice Ellis for Snohomish County Prosecuting Attorney.
As a result of her election, the atmosphere in the office has changed dramatically. He also thanked the Council for its support on the jail initiative and meth summit. If the initiative doesn’t pass it will have an impact in other areas of the County budget.

Laborers 292, Bob Monize, reported on member who was on food stamps, and had a father that was a decorated war hero.

 

NEW BUSINESS

 

GOOD OF THE COUNCIL

Pat Thompson, Legislative Affairs Director, AFSCME Council 2 and WSLC Vice President, thanked the Council members for their support. He encouraged delegates to give him input regarding WSLC processes and issues.

President Darrell Chapman, IBEW 191 thanked the Council for support also in his election as WSLC VP.

Bill Borders, SEIU 925, expressed his dismay at the planning process for the recent Martin Luther King Community event.

Don Shove, IAM 751A noted his concern from the report on the MLK planning process

Darrell Chapman, IBEW 191, President spoke about marching in the parade at the MLK event, and the opportunity to educate people about the relationship of organized labor and Martin Luther King Jr. He also discussed the events he saw in the 60’s during the movement to gain greater civil rights for minorities.

Bryan Du Paul, IAM 751F suggested contacting Clifton White in Seattle. He is an IAM member who helped moderate the King County event.

Mark Moshay, SPEEA, expressed his concern that only one side of the story on the MLK event was being heard.

Chuck Jewell, IBT 38 thanked the Labor Council and Sec. Treas. Sells for help with City of Everett on the apprenticeship set asides. Sec. Treas. Sells thanked Ed Triezenberg of the Carpenters for his help with the issue.
