Minutes of the Meeting of May 23, 2001

The meeting was called to order by President Chapman at 7 PM. The Flag salute followed. Minutes of the previous meeting were approved as typed and handed out.

GUESTS

Dave Somers, Candidate for County Council, Pos. 5, requested Labor Council support for his candidacy, and invited delegates to his campaign kickoff.

State Representative Mike Cooper, 21st District, gave a report on events in Olympia. He noted there would be State Employee pickets on the capital tomorrow, but that legislators were given passes to be able continue to work. He addressed his support for State Employees in their struggle to gain fair wages and benefits, and he committed to continue to work on the issue. He criticized co-speaker Ballard for not allowing transportation to even go to the referendum of the people. He is holding the issue hostage in order to go after prevailing wage, contracting out 90 percent of DOT work and permit streamlining. Even contractors have said don't touch prevailing wages, as it undermines their ability to attract highly skilled workers. And, the Blue Ribbon Commission only asked for review of prevailing wage and contracting out. As for Representative Cooper, he state he will not compromise on prevailing wages. There will be no contracting out until state employees have collective bargaining. Co-speaker Ballard even killed voting on the primary system by sending the Republican caucus home.

State Representative Aaron Reardon, 38th District, spoke about the challenges to faced in the legislature, and the lack of leadership on the Republican side. They won't even put options out to members on the primary and funding issues. Republicans don't want to take a vote or lead on anything. The only thing they have had their designee in the 21st District push is a study on transportation. The legislature is going nowhere because it is being stalled by the House co speaker Ballard.

EXEC BD REPORTS

Secretary-Treasurer Sells also gave out a written report that covered: Workers' Safety Memorial activity, meetings on housing, transportation and education issues.

United Way Labor Liaison Bill Borders reported today is the last day to RSVP for the Community Services banquet.
Annette Barca is retiring on June 12th. She has been a deeply committed to community services. The retirement will be at the EEA/UTE office, 2912 Lombard

COMMITTEE REPORTS

Worker Memorial-Chuck Jewell, IBT 38, thanked every body who got involved. It came together real fast, and turned out great. In two weeks we will receive the bricks that we did not get in the original group. Those will be placed in the paving area of the monument.

Mobilization-Chris Glenn, SPEEA, no report at this time

Organizer's Forum-Paul Quaintance reported on May meeting. The had discussed aspects of internal organizing. They have decided to continue the discussion on June 19th - 6:30 PM with class on internal organizing. Bobby Gorman, AFL/CIO Field Rep will be up to help with the class.

Community Relations-Luis Moscoso, ATU 1576, reported on his attendance, along with Chris Glenn, at the Snohomish County Leadership program, and the Familias Unidas open house for the family resource center for Hispanics. He has also been working with a Healthy Community's Board effort to show non profit boards to involve minority members of the community. In addition he has been working with the Snohomish County Assessment project, and been involved with Study Circles project. He discussed the Family Fiesta event that is coming up. The Community Color Coalition of Snohomish County meets here once a month. They are currently working on their mission. He asked delegates to let him know about information regarding other community groups that he can contact on behalf of the Council. He also went to AFL/CIO Organizing Institute this last weekend. Part of the program was helping to develop coalitions.

Education-Darrell Chapman, IBEW 191 reported that School To Work is now under Workforce Development. The first meeting will be tomorrow morning.

Community Services- Ken Titus, NALC 791 reported on the NALC food drive. He thanked all those that helped, and the Council's support-especially Bill Borders Last year they collected181,000 lbs of food. This year's goal was 250,000 lbs. The actual amount collected was 323,293 lbs. They also collected $1,000 for Operation Shortfall, the SCLC Foodbank Emergency Fund. Collections, nationwide, were up 2 million lbs.
M/S/C to give a $300.00 for the Building Trades Dollars for Diabetes Golf Tournament. All proceeds go to the Dollars for Diabetes foundation. The tournament is June 8th 1 PM at the Avalon Golf Course in Burlington, WA.

Women's Committee-Jackie Boschok noted that the WSLC Women's Committee had just concluded Workplace Violence in Tacoma. It was well attended They are now working on events for the WSLC convention. There will be an auction to raise money for scholarships. She talked about the Elsie Schrader Award which goes to an individual who has made an extraordinary contribution to women's issues in the state. They are currently accepting nominations.

COPE

The Screening Committee met on March 14 and made the following recommendations; (COPE endorsements must carry by a 2/3 majority vote to pass.)

M/S to endorse Frank Anderson for Everett City Council, Position 1 The motion carried.

Subsequently, the committee was polled and made the following recommendations:

M/S to endorse Mike Ashley for Snohomish County Council, Position 1. The motion carried.

M/S to endorse Dave Somers for Snohomish County Council, Position 5. The motion carried.

Gary Doughty, AFSCME 113, reported that his local had voted to endorse the following Everett City Council candidates David Simpson, Frank Anderson and Roy Sykes.

The chair discussed the June 16th event to help register union members to vote. The training will go out of the teachers' union hall in Edmonds. Look for more information later. Delegates were requested to fill in volunteer cards and turn them in.

UNFINISHED BUSINESS

M/S/C to recommend to amend Article VI, Officers and Elections, Section 1, "The officers of the Central Body shall consist of a President, a Secretary-Treasurer, a Vice President, a Reading Clerk, Sergeant-at-Arms , and five (5) six (6) Trustees, who together shall constitute the Executive Board of the Central Body."


REPORTS OF UNIONS

Organizing: IAM 751, Jackie Boschok reported on the organizing drive for the non represented employees at Boeing. From June 7th-June 18th they will be bringing in staff to help with visiting and contacting folks one on one. The vote will be on June 21st. It will be a partial mail ballot with some doing a walk-in ballot.

Contract negotiations and maintenance: SPEEA, IFPTE 2001, Chris Glenn stated they had finally negotiated a contract for the Wichita unit


ATU 1576 Pat Connelly, reported that they had now gone fourteen months without contract at Communty Transit. In the meantime, CT administration has tried to negotiate with members, and Unfair Labor Practice charges had bee filed. It is currently in arbitration.

IAM 130, Dave Volkmann reported that they had ratifed a contract at Grosvenor Mechanical, at the old CT site. Three mechanics were paid back pay totaling $110,000.

SEIU 120 Tara Heinecke reported that all school district contract negotiations affected by what the legislature does with regard to funding. This has brought progress on
those contracts to a halt. She also reported on the Edmonds school employee rally, at which she spoke. She thanked the President and Secretary Treasurer for coming, and the rousing speech from President Darrell Chapman.

Other Local Activity: ILWU 32, Harold Pyatte asked the Labor Council to join the Everett ILWU local in sending letter of support for the Charleston 5 who were arrested off their picket lines for picketing a company using scab labor. The City of Charleston had responded with 600 riot police, arrested people off the line and charged them with a felony, which could give them up to five years in prison. The stevedore company has brought a civil suit against five individuals. He asked for a letter of condemnation to be sent to the stevedore company president and South Carolina Lt Gov.

SEIU 1199NW, Adelina Gonzales reported that members would be out on strike on May 24th. As a part of that they would be walking 10 precincts in legislative district 21 to do a literature drop. Those wishing to help could meet at196th and Aurora.

AFSCME 948 Annabelle Collings reported on WFSE picketing tomorrow up and down on I-5. They will be going 6:30 AM to 6:00 PM.

Whereas Washingtonians and Snohomish County citizens value quality healthcare and strongly desire to have their communities receive such services as a tenet of good living and

Whereas these communities desire that such service is delivered in an amenable environment by qualified workers and

Whereas these workers serve their communities with the desire of providing such services in a safe and healthy workplace and

Whereas such a workplace should provide these healthcare workers with the ability to help set standards for this quality healthcare and provide a voice for healthcare workers, consumers and their families together,

Therefore be it resolved that the Snohomish County Labor Council, AFL-CIO announces its unity with and strong, celebratory support for the achievments of its brothers and sisters of the Office and Professional Employees International Union representing employees of Providence Everett Medical Center in Everett, Washington on the anniversary of its first contract with their employer and wishes them well in the furtherance of this contract and future contracts.

M/S/C to send a letter of protest to the stevedore company harassing Charleston, South Carolina dockworkers, and the Lt. Governor of South Carolina.

GOOD OF THE COUNCIL

Dave Somers left invitations for a Mike Ashley event on June 2nd. He will be having one for his candidacy on June 10th.
Don Shove, IAM 751A, reported on a fall fundraiser for Labor agencies. On October 21st. Bobby Gorman, AFL/CIO State for support of FTAA rally last month. Had 4 to 5,000 people up there. Joint action with Vancouver Labor Council and Northwest Washington Labor Council. Will get hot here pretty quick on fast track. Don't give Bush a free hand. Tara Heinecke, encouraged more signatures and support on the Home Health Care initiative. It is on a tight time frame July 23rd.
