Minutes of the meeting of January 24, 2001

The meeting was called to order at 7:00 PM by Vice Pres. Chapman. Pres. Darr was in Alaska on IUOE 302 business. Bob Monize, Laborers 292 was appointed to fill the VP chair. The chair called for all beepers, cell phones and pagers to be turned off, except for those used by emergency personnel. The flag salute followed. Minutes of the previous meeting were approved as typed and handed out.

GUESTS

Mike Ashley, the newest County Councilman from the Stanwood/Sylvana area spoke to the Council to assure them of his empathy with the needs of working people. He has been a farmer in the Sylvana area for the last 18 years. He encouraged delegates that concerns to get in touch with his office to see if he can help get them addressed.

Ed Taub, UFCW District 17, encouraged delegates to ask their locals to get out the letter information that has been developed about Wal Mart to their members. Janine Dibble, IBT 38 encouraged delegates to also take Wal Mart information flyers for leaving around the community. Paul Quaintance, UFCW 1105 noted that there are over 4,500 retail employees in Snohomish County that can have their working standards threatened by Wal Mart's tactics.

John McAlpine of KSER Radio invited the Council to help participate in the 10th Anniversary Birthday Bash on Feb. 17th at the Everett Performing Arts Center.

EXEC BD REPORT

Secretary-Treasurer Sells reported on the human relations conference at Everett Community College, labor participation in the MLK March from the college to the Naval Station, Worker Memorial funding, the Economic Development Council's retreat, recent higher ed issues, and recent County Council and State Legislative appointments. He particularly noted the need of the building trades to keep abreast of the Everett Arena proposal, downtown Lynnwood development, and Snohomish development that is being planned.

The Executive Board met on January 17 and discussed the make-up of the COPE Screening Committee. This year it will consist of the Executive Board, and 6 other delegates from locals that do not have representation on the Executive Board. Screening of candidates for special state elections and local elections will begin soon. Delegates interested in serving were asked to see the Secretary-Treasurer after the meeting. A final date for signing up will be the February meeting. The Secretary-Treasurer is currently drafting Operating Procedures for the COPE Screening Committee that are consistent with AFL/CIO and WSLC COPE Bylaws.

It was reported that the web site has been changed with the help of Anil Sidhu of Carpenters 562. We will be looking toward putting a local Union Goods and Services page up on the site, as well as Apprenticeship contact information.
The Board also discussed a Community Relations Committee. This committee will be chaired by Luis Moscoso, ATU 1576, and work on the building of relationships with a broader more diverse community. Those interested in serving were asked to see Luis.

An Organization/Mobilization Committee was also set up under the chairmanship of Chris Glenn of SPEEA. This committee will deal with setting up the important inter-union support mechanisms for bargaining and organizing drives.
Solidarity Night with the AquaSox has been set for August 27th this year.
The Executive Board made the following recommendations to the Council:
· To donate $250.00 to the League of Women Voters for the They Represent You pamphlet. It was M/S/C to concur
· To donate $100.00 to the Friends of the Everett Public Library. It was M/S/C to concur
· To donate $500.00 to KSER for the 10th Anniversary Celebration. (KSER broadcasts our Radio Labor Journal. M/S/C to concur

The Executive Board nominated Darrell Chapman, IBEW 191 for 2nd District Representative to the Washington State Labor Council Political Action Committee. Laura Wentworth of AFSCME 1811CA was nominated as the Snohomish County Labor Council representative to the same committee

The Board recommended sending Mike Sells, AFT 772 and Chuck Jewell, IBT to the WSLC Legislative Conference in February. It was M/S/C to concur.

The Executive Board meeting for March is now scheduled for March 14, as the Secretary-Treasurer will be at a Housing Conference on Washington, DC on the 21st of March.

United Way Labor Liaison Bill Borders reported that during our annual holiday event $4,500 were raised for Operation Shortfall. He particularly thanked Teamsters 38, Amalgamated Transit 1576, and the Pilchuck Uniserv Council for their help. Joan and Ted Hudlow and Guy Johnson of UBC 562, were thanked for their help with Holiday Celebration. This year's money went to help several families in need. Union Counselor training is set to begin on March 6th. He can be contacted at 425-921-354 or BillB@uwsc.org for applications and information. Firefighters 46 has received a $5,000 grant from United Way to help low income people to get back into their homes are a disaster. Laborers 292 also received a $5,000 grant to help with buying tools for their Helping Hands program to build wheelchair ramps for the disabled.United Way will be involved with the Letter Carriers food drive this year on May 12th. The goal is to bring in 250,000 lbs.

Community Services-No further report

Education-Darrell Chapman, IBEW 191, updated information on School To Work in Snohomish County and the need for greater interface among apprenticeship programs with Workforce Development initiatives.

WLSC Women's Committee-IAM 751F, noted the calls for folks to testify on the paid family leave act currently before committee in Olympia.

COMMUNITY REPRESENTATIVE REPORTS

Workforce Development Council-Don Shove, IAM 751A, noted they would be meeting tomorrow to discuss grants and working on processes. Tom Campbell will be leaving as President of the WDC. He encouraged locals to access the Work Source Centers to help their members.

COPE

The Secretary-Treasurer referred to the list of State Senators and Reps that delegates were being given for their offices. It contains phone numbers and e mails. The list came from the Washington Federation of State Employees newspaper.
Delegates were asked to attend a meeting with Congressman Jay Inslee at 10 AM on January 25th at his Mountlake Terrace office. They were also asked to attend a January 26th meeting with Congressman Rick Larsen at the Labor Temple at 12 Noon.

It was M/S/C to cast a unanimous ballot for the following individuals to serve as officers for the Snohomish County Labor Council for two year terms beginning in 2001. Trustee#5 will serve a one year term beginning in 2001.

REPORTS OF UNIONS

Organizing Reports-Toni Bohan, SEIU 120 reported that they are currently looking for someone to fill an Organizer's position.

Contract Negotiations-Laura Wentworth, AFSCME 1811CA reported that County employees have finished their third session with the County over a contract which covers 4,500 employees. After it is done, there are several addendums that cover departments which must be dealt with.

Pat Connelly, ATU 1576, reported that they have been in negotiations with Community Transit for the last 7 or 8 months. They have been facing take-aways such as an attempt to remove 56 hours of sick leave. Mediation has been called for.

Scott Jeffrey, UFCW 44, reported that the meat and grocery contracts in this area are up on May 6th. Several UFCW locals are coordinating their support efforts in preparation for any job actions which may needed. The trend around the country has been an effort at take aways at the bargaining table. As a result, they may be seeking Labor Council support soon. Delegates expressed their desire to see buttons and car placards to show support soon.

Internal Local Governance--Don Shove, IAM 751A, reported that SCLC delegate Bruce Spalding had been elected the new Secretary-Treasurer of IAM District Lodge 751. In addition, Jackie Boschok has been elected to the position of Business Representative.

Chris Glenn, SPEEA/IFPTE 2001, invited delegates to attend their February 9th SPEEA Family Celebration honoring the anniversary of the 40 day strike. There will be a Burn Barrel Barbecue from 10:30 AM to 1 PM at the Twin Towers entrance in Everett and an Open House at the Everett SPEEA office from 2 to 4:30 PM. Those attending can also donate to an Everett Food Drive.

GOOD OF THE COUNCIL

A moment of standing silence was called for in memory of State Representative Pat Scott.

Secretary-Treasurer Sells thanked Bob Monize, ETBA Building Manager, for his work on recent building improvements. The old hardwood floors in the old building have been refinished, painting is being done, parking lots have been re-paved, and some rewiring will be occurring soon thanks to Bob's efforts.

Darrell Chapman, IBEW 191, discussed the power crunch, energy deregulation, and some possible solutions. Included in that are photo voltaic cells that his local is talking about putting on its building. These cells will actually enable the building to add back to the power grid.
