Minutes of the Meeting of September 26, 2001

The meeting was called to order by President Chapman at 7 PM. After a reading of the list from the AFL/CIO web site page on regarding union members missing or otherwise impacted by the September 11th terrorist attacks in New York City and Washington, D.C., a moment of silence was called for in their memory. EXEC BD & STAFF REPORTS

Executive Board Report-Secretary Treasurer Sells reported that the Board had met on Sept. 19th and discussed: finances, appointments to the Workforce Development Council, and COPE activity since the last meeting of August 29th. The Board did recommend the appointment of Don Shove, IAM 751 A to the WDC Executive Board, and Kat Overman, OPEIU 8 to serve on the WDC Board. Finances are curently healthy, but the Board is concerned about how layoffs may affect the bottom line.

Secretary-Treasurer Sells gave out a written report on his activities in community relations, COPE and web site development.

United Way Labor Liaison Bill Borders reported that this will be a critical year for our safety in Snohomish County.
He introduced County Executive Bob Drewel to discuss the importance of the United Way campaign. County Executive Drewel thanked President Chapman and Secretary-Treasurer Sells for their support and attendance at the County memorial for victims of the September 11th terrorist attack. He noted that, "There isn't an organized labor group in this country that doesn't respond to community need. You women and men know better than anyone else the impacts on the community. You have always stepped forward." He went on to state,"While there will be tens of thousands called to go overseas, they will leave families behind with needs. We are asking you step forward to help raise money through United Way. Now is not the time to forget what we need to do. We need to give resources so life will be better than it otherwise is for many. Is there a group better to understand it better than organized labor? You exist to protect rights of those so others can have a better future. We ask you to give locally. We are going to have people with needs due to unemployment. There is no better time to stretch yourself. No better way than United Way." They have set a goal of raising what was raised last year and a little more. Payroll deductions will not start until 2002. The co-chair is Tim Knowlis of the Boeing Company. Darrell Chapman is co-chairing with Larry Hanson a committee looking at new ways to get out into the community.
Bill Borders, United Way Labor Liaison discussed the connection between labor and United Way. He gave a report on just a few of the several thousand people that have used the Labor Agency.
He also introduced Drusilla Meyers, Volunteers of America for a introduction on their mediation program. Ms. Meyers discussed the availability of the program to help in mediation of disputes.

COMMITTEE REPORTS

Community Services-Bill Borders shared information from AFL/CIO inNew York City to let delegates know how labor stepped forward during the recent crisis. He thanked all those that participated in the United Way of Day of Caring on Sept. 14th. SEIU 925 helped paint the Habitat for Humanity office. There were 1100 volunteers in 88 projects, and $150,000 in volunteer labor expended.

Education-President Chapman asked Michael Heins and Jim Smith to rise and thanked them for their work on the Radio Labor Journal. He stated that the last Radio Labor Journal did a program on Prop. 1, the sales tax increase to help Community Transit. Issues can be brought to the public through the Radio Labor Journal. It is one of only six in the US, and can be heard at 90.7 FM. Its range is from Bellingham to Olympia. It airs from 4:30 to 5:30 PM on the 2nd Tuesday of each month.

Workers Memorial-Chuck Jewell reported that more bricks have now been placed at the Memorial. The Bricklayers donated the labor.

COPE

The Screening Committee met on September 24th and made the following recommendations:

President Chapman spoke about the Labor/Neighbor program. It has been tremendously effective in turning out people to vote.. October 6th is the last day we can register people to vote. Rod Sigvartson, IAM 751C reported having Brian Sullivan come up to the Machinists Hall to speak to members. It helped energize members to support his candidacy. Toni Bohan, SEIU 925, challenged any other local union to meet or beat the number of SEIU 925 members out to help with the Labor/Neighbor program.

David Simpson, endorsed Candidate for Everett City Council, Pos. 2 spoke to the Labor Council about his campaign and its needs.

Dan Warnock, thanked the Council for support. He stated he will work very hard to make the city prosperous. "Union jobs are important to me,"he stated.

Laura Wentworth, AFSCME 1811C, updated the Council on the Ashley for County Council campaign. She also talked about making sure members understood the impacts of Initiative 747.

Bonnie Robinson, Berkey Campaign Manager reported on campaign needs. They are looking for someone to help with signs.

REPORTS OF UNIONS

Organizing

Contract negotiations and maintenance: Dave Volkmann reported that Machinists 130 had concluded a contract at Central Body Works, oldest body shop in town. Kirk Stephenson, Teamsters 763 requested rescision of strike sanction against the Herald. The have reached a settlement with the Everett Herald. He expressed gratitude to the Council for its support.. The terms of the new agreement rids them of subcontracting. There is a complete overhaul of non-economic issues, and 7% raise over 3 years. They are also now into the Teamster pension plan. Members ratified it overwhelmingly.

NEW BUSINESS

GOOD OF THE COUNCIL Toni Bohan, SEIU 925, expressed her concerns with the message on the bumper stickers being sold in the back of the hall. Specifically, the comment about being born in the USA, did not show sensitivity to a number of our members that had been born outside the US. She felt that the message needed to show more respect for the diversity of the labor movement. Chris Glenn, SPEEA, spoke to where the bumper stickers came from. They were put together quickly by Kate Dunham of Creative Printing in an effort to raise funds for firefighters and police in New York in the aftermath of the terrorist attack on September 11th. Marlee Olson, IBEW 89 retired, thanked the Council for endorsing Dan Warnock.
