GUESTS
Elizabeth Barclay, The Alliance for Sustainable Jobs & The Environment spoke to the delegates about current Fast Track legislation that does not contain any mention of labor or environmental standards. The legislation will allow companies from outside the US to sue the government for anything they consider non-competitive, including our safety and health standards. The new Thomas bill has no provision for labor, and this fast track legislation will determine global trade for the next 10 years. The bill also deals with trade in services, which is 70 to 80% of the economy. This could affect everything from postal workers, firefighters, government employees, health care workers to transportation and construction. Rules would force privatization, and give companies the right to sue to protect their profits thereby making it impossible to reverse any privatization effects. Labor laws could be challenged claiming that they impact the ability to compete, and it will all be adjudicated in closed tribunals outside of the US court system.
EXECUTIVE BOARD REPORT
Secretary-Treasurer Sells reported on the October 17th Board meeting
that dealt with recent bills for electrical wiring in the office, a recent proposal
on the 100th Anniversary of the Council, and concerns about local community
service.
The Board nominated the following individuals for attendance at the AFL/CIO
Convention, Dec. 3-6 in Las Vegas, NV. For delegate: Mike Sells, AFT 772. For
alternate delegate: Darrell Chapman, IBEW 191. Nominations were opened to the
floor for delegate and alternative delegate. No further nominations were made,
and it was M/S/C to cast a unanimous ballot for the nominated delegate and alternative
delegate.
Secretary-Treasurer Sells also handed out a written report covering: FTAA, EDC Housing Summit, ANEW class speaking engagement, Everett Housing Authority meetings, meeting with the Snohomish County Deputy Sheriffs Association, CWU, a Federal transportation hearing, the County budget hearings, COPE screening and community services.
United Way Labor Liaison Bill Borders introduced Virginia Sprague of
the VOA Foodbank. He noted that $1.2 billion in contributions have flowed to
the East Coast in wake of the September 11th tragedy, and that has put our safety
net under incredible pressure. Ms. Sprague reinforced the message, noting that
during this time of year, the contributions usually pick up, but that is not
happening. The cupboard is bare. She did thank Operation Shortfall for a $6,000
donation and Teamsters Local 38 for a $500.00 donation. However, with regional
lay-offs coming up, and a population in Snohomish County where over 60% of the
wage earners made less than $14.00 an hour, the pressure will really be on the
system. She also noted that businesses were not stepping up, as in the past
to solicit support for area food-banks.
Liaison Borders went on to thank IAM 751 for its ramp building this last Sunday,
and noted that tickets for the Operation Shortfall raffle would be out soon.

COPE
Brian Sullivan, Candidate 21st Legislative District thanked the 90+ people out last weekend meeting with fellow union members in the 21st District about the upcoming election. They have reached about 13,000 households. He noted that his campaign had made over 6,000 calls and had been to 14,000 doors. He stated that this campaign is about breaking the 49-49 tie in the House, keeping Machinists jobs and building the sonic cruiser here. He wants to work hard on working peoples behalf if elected to the legislatuvre
State Representative Mike Cooper, 21st District, encouraged attendance at the October 28th fundraiser in Edmonds. He encouraged Labor to keep working hard to help win this seat for someone who cares about working people.
REPORTS OF UNIONS
Organizing The Secretary-Treasurer reported that AFSCME Council 2 had won an election in a unit of 40 at the Everett Housing Authority.
Contract negotiations and maintenance- IBT 763, Dave Chambers reported that there had been movement on contracts in the City of Lynnwood. They also had a good offer from the City of Mukilteo. They are currently hung up on the contracts for 3 units of corrections staff at Snohomish County. ATU 1576, Pat Connelly reported that the members had ratified a new contract after 19 months of negotiations. It calls for 3% increases each year over the next 3 years. An additional holiday has been added, and the company will pick up the medical. Negotiations with the sub contractor for Metro service continues. He thanked Labor for its support of Proposition 1, which passed. SEIU 925, Tara Heinecke reported that the local had a Marysville School District candidates forum following the recent cuts in staff. 41 were laid off, with another 25 losing enough hours so that they lost health care benefits. Members interviewed the candidates and decided not to take a position in the race. She also recommended the use of the Shoreline Conference Center on 185th that can handle up to 500 people and is staffed by members of SEIU 925.
Other Local Activities SPEEA, Bob Rommel reported that Bill Borders would be doing Union Counselor classes for the local on Tuesday, October 30th.
GOOD OF THE ORDER
Kirk Stephenson, IBT 763 reported on the activities being set up in
support of the Charleston 5. A trial date for these South Carolina dock workers
has been set for next week. They were released from their year-long house arrest.
The South Carolina Attorney General has stepped down from the case, and another
solicitor has been appointed. The local support committee is looking to hold
a rally at Terminal 25 in Seattle.
President Chapman, IBEW 191 encouraged delegates to help with the campaign
on Saturday by showing up at the Labor Temple early.Tara Heinecke, SEIU 925
reported that there would be a demonstration in support of postal workers in
light of the recent anthrax events.
