Minutes of the Meeting of November 20, 2002

 

            The meeting was called to order at 7 PM by President Chapman followed by the flag salute. The minutes of the previous meeting were approved as typed and handed out.

M/S/C to seat the new delegates who were present. The following were sworn in: Douglas Hodgson, IBU; Brian Levesque, SEIU 925 and John Lynn, SPEEA.

Frank Anderson, Mayor City of Everett and Pam Daniels, Snohomish County Clerk were introduced.

 

 

EXEC BD & STAFF REPORTS

            The Secretary-Treasurer reported on the Executive Board meeting of November 12th. Minutes of the meeting were in the delegate packets. The Board covered the Snohomish County Economic stimulus plan, debriefed on the election, discussed process and timing for 2003 activity, officer nominations, Solidarity Night, Wal-Mart Day of Action, and new media station.

            The Board voted to recommend the following resolution, which was M/S/C

 

Resolution in Support of Corrections Officers Represented by Teamsters 763

 

Whereas, the current staffing levels at the Snohomish County Jail has resulted in the excessive use of overtime for the corrections staff there.

 

Whereas, administration of that overtime has also caused undue stress and fatigue on the County Jail workforce, leading to unsafe working conditions and public safety concerns.

 

Whereas, according to a County Auditor’s report 17 to 20 FTE are needed to help ease staff shortages in the County Jail

 

Whereas, the Corrections Department expended over $1 million in overtime payments before August of this year, and a County Auditor’s report indicates financial savings to the County associated with hiring 20 additional officers and support staff in the corrections budget for 2003.

 

Be It Resolved, that the Snohomish County Labor Council requests that Snohomish County Council and Executive work together to find the resources necessary to increase staffing at the County Jail without damaging staffing levels in other county services.

 

Be It Further Resolved, that the Snohomish County Labor Council encourages the County Executive and Council to work together as quickly as possible to bring about staffing levels that will ensure public and workforce safety.

 

Be It Further Resolved, that the Snohomish County Labor Council urges Snohomish County to bring to the ballot again, the Proposition on County Jail expansion, to help fund the needed improvements in public safety.

 

COMMITTEE REPORTS

 

Community Services Laura Wentworth, AFSCME 1811CA noted that the committee recommended starting the next meeting at 6:30 PM to accommodate the annual Holiday event. M/S/C to move starting time to 6:30 PM. Bill Borders, SEIU 925 thanked Chuck Jewell, IBT 38 for organizing the evening’s food drive. He also thanked SPEEA for raising $450 for Operation Shortfall during a recent rally. The Sertoma Club also donated $500.00.

Bill Borders, SEIU 925, further reported that during ILWU lockout, members of the local unloaded cruise ships that were stuck on the Sound. They then donated the proceeds of $50,000 to charity.  $25,000 went to the King County Labor Agency.  $15,000 to went to United Way and $10,000 to the Union Community Fund.

Boeing employees while having a 30% reduction due to layoffs had their Good Neighbor campaign go up 20%.  60% of the money comes from IAM and SPEEA members.

            Barb James, NALC 791 presented plaque to the Community Services Committee for their support of the Annual Letter Carriers food drive by the SCLC. Laura Wentworth received it on behalf of Operation Shortfall.

 

COPE

            A brief discussion of Labor/Neighbor was held. Jackie Boschok, IAM 751F related her good experiences with the program. Kim Mead, EEA/UTE 772, reported on the poll watching on November 5th with Secretary Treasurer Mike Sells. Rod Sigvartson IAM 751C related his doorbelling with Governor Locke. There was quite a reaction when you have the Governor there with you at the doorstep.

REPORTS OF UNIONS

 

            Organizing  AFSCME Council 2 Laura Wentworth reported on organizing going on with the King County Library system. They system is very spread out, but there is a potential to pick up 600 members.

           

Contract negotiations and maintenance  Bonnie Williams, ATU 1576 reported they had ratified a new agreement by 2 votes at Community Transit. They will get a 3 and half percent raise per year. However, there are problems with some staff not getting retroactivity.

            Chuck Jewell, Teamsters 38 reported that a half page ad looking for strike breakers at Crown Distributors was placed in the Herald. They are currently hung up on health and welfare. There will be a meeting with members next week. The last meeting had 160 people with 150 supporting a strike if the issue could not get resolved.

            ILWU 32, Ron Medcalf noted there was some discussion about a tentative agreement with the PMA.

            SPEEA, Chris Glenn, stated they had concluded negotiations with the Boeing Company. There were medical premium takeaways. They went from nothing to $125 out of pocket premium, plus larger co pays on drugs and visits. He stated that the company came at us hard with their goal of having every employee pay 25% of medical. And, so goes Boeing, so goes the rest of community. SPEEA did beat them back on union security issues. Short term disability has been increased. In the final agreement, Boeing managers had to make a phone call to Chicago to be able to move on a couple issues. The membership will vote by  Dec. 2nd. The contract gives a 4 percent pay increase across the board each year. However, it is tied into their merit system, so not every employee gets an exact 4%.  They are getting a 6% bonus as well.

             

Other Reports  Jackie Boschok, IAM 751 had IAM Retirees fundraiser raffle tickets available. This was a $5.00 drawing for Super Bowl tickets.

            Darrell Chapman, IBEW 191 noted that the State of Oregon requested FAA pay records for public work being done at the Portland Airport so they could monitor prevailing wage. They were refused under the new Homeland Security Act. He also reported that the President has appointed all corporate types to the National Labor Relations Board.

UFCW 1105, Paul Quaintance, encouraged delegates to attend the National Wal-Mart Day of Action in Renton for November 21st.

           

NEW BUSINESS-

 

Voting to allocate the Snohomish County Labor Council’s three votes for State Labor Council officers commenced. The chair stepped down and turned over the gavel to the Vice President. She appointed a ballot committee: Chris Glenn, SPEEA; D.J. Wilson, AFT 4254 and Doug Rice, UFCW 1105. Ballots were distributed after guests were asked to step out. The committee collected the ballots and returned after the Good of the Council to give the following report:

            The Secretary-Treasurer reported that the 3 votes would be allocated to Rick Bender for President; Al Link for Secretary-Treasurer, and Toni Bohan, Darrell Chapman and Pat Thompson for Vice Presidents.

 

Nominations for officers for 2003-4 terms were opened. The following nominations were made

            Nominations will be open again at the December meeting.

 

GOOD OF THE COUNCIL

 

Pam Daniels explained the County Jury system, and gave a power point presentation on jury duty.

 

President Darrell Chapman introduced Joanne his wife and thanked Allyn Triezenberg for the fare provided for the evening’s meeting

 

Everett Mayor Frank Anderson spoke briefly about the September 24th meeting with Building Trades and invited the group back for an update on apprenticeship set asides. He was interested to see how things are going on that issue. The city was looking for a labor person to serve on Civil Service Board. He also noted that he will be running this next year for Mayor. He was appointed to fill the term left by former Mayor Ed Hansen who vacated the position to work at the PUD.

It was reported that Ralph Richardson, SEIU was in hospital and had lost part of a leg due to diabetes.

 

Chuck Jewell, IBT 38, reported that $99 had been collected for the food bank.
