Minutes of the Meeting of May 28, 2003
The meeting was called to order at 7:00 PM by President
Chapman followed by the Pledge of Allegiance. Minutes of the previous meeting
were approved as typed and handed out.
M/S/C to seat the delegate that
was present: Roger Moller, AFSCME 109 was sworn in.
Heather
Beaman, Voter Education Project
gave the background of the project. Essentially, it is working to bring
fairness to the initiative signature process. Companies now pay for signatures
and it has led to a lot of fraud and misinformation. A workshop is being held
on June 5th at the Everett Labor Temple at 6 PM for those who wish
to help with this project.
Gloria Olson, Concerned Citizens on the SBX introduced Mary Jane Anderson who spoke about their concerns with and opposition to siting an SBX Radar system in Everett 9 months of the year. There are three major issues about having it in a populated area: High frequency radiation concerns, the jobs gained would not add up to possible job losses—the employees would be military transfers and the temporary maintenance would be military. She felt that companies could leave because of unknown health risks. Radar may interfere with other high tech testing in the area. Whether or not the SBX is located here, it would not affect whether or not Navy station would be slated for closure. She asked the Council to consider a resolution in support of their concerns. She also noted that the original scooping for the project was done in King County, with comments accepted from Feb. 27 to March 24th No environmental statement was presented at that meeting. A final EIS statement is due in July. Then there is a 30 day window for comment on EIS.
The Executive Board met on Tuesday, May 20th and interviewed the following candidates for office:

It was recommended by the
Executive Board to send the Vice President and Secretary-Treasurer to WSLC

The Secretary-Treasurer handed out a typed report of meetings attended and issues being worked including: the regional Puget Sound Labor Council’s retreat, discussions with the Port of Everett, the Regional Partnership, the Boeing Pier, Everett Housing Authority, the Lincoln Homecoming, MLK event planning, CWU Board of Trustees, Letter Carrier food drive, candidate meetings and Labor Management lunches. Cards supporting the building of the Everett Boeing Pier were handed out for delegates to sign and return. They will be going to the Everett Planning Commission.
Community Services: Laura Wentworth, AFSCME 1811CA and Community Services Chair gave background on the committee and Operation Shortfall. They are planning a fundraiser Craft Fair with proceeds to go to Operation Shortfall. It will be June 7th.at the IBEW Hall on 2701 Hoyt in Everett
Bill Borders, SEIU 925 stated that the Snohomish County Letter Carriers Food Drive effort was very successful. As a result, Snohomish County was ranked the number one county in the US this year. He thanked Letter Carriers 791, Rural Carriers, the Labor Council, United Way of Snohomish County, Hogland Transfer, Volunteers of America, Comcast, KSER, KRKO, Edmonds Rotary, Americorps, The Herald, Operation Shortfall, Laborers 292 for their help and donations. He also thanked several of the volunteers from local labor: Jon Holden, Jason Redrup, Chris Glenn, Mike Sells, Bob Rommel, John Lynn, Gloria Borders, Mike Eckart, Purr Phoeur-Long. Thanked SPEEA and IAM finishing the campaign at Boeing.
RAMP Construction program is moving along. They do need money and volunteers. Saturday ramps are being built in Mukilteo and Tulalip according to Ed Triezenberg, UBC 561.
Bill Borders thanked IAM 751 doing working on a Child Care project for Housing Hope down on Evergreen, June 7th and June 14th.
2003 Youth
Meth Summit was a great success. Bill Borders thanked the Labor Council, AFSCME
and Teamsters 38 for their contributions. About 650 students attended. Chris
Glenn, Debbie Dahringer, Kelly Boag, Judy Neumann came as volunteers and
Suzanne Moreau from the WSLC helped coordinate events.
· M/S to endorse David Simpson, Everett City Council, Pos. 5 It will be voted on in June.
Organizing-Laura Wentworth, AFSCME 1811CA thanked Snohomish County Labor Council and State Labor Council for their help with organizing a small group at the YWCA. The YWCA hired an anti union labor attorney to fight the effort. They did win the election for that bargaining unit. AFSCME Council 2 also picked up the City of Lynnwood which will add another 100 members.
Toni Bohan, SEIU 925, stated that they had organized computer techs at Everett School District. There are only five, however, they will have to bargain a whole new separate agreement for them. The District would not agree to adding them into their other unit. She also thanked the Council for its support of the Marysville levy which did win at the polls. She noted, however, it was a struggle to get union members names from a number of locals, and that it was important that we all work together.
Sylvia Hanson, IBEW 77 stated that the local had signed Mustang, a contractor that has been non-union for some time. She also noted that transmission work is coming across the state--5 to 7 years worth of work. Out of work IBEW members can call local 77 for more information and details.
Contract negotiations and maintenance- Sylvia Hanson, IBEW 77 noted that they had spent last 9 months in negotiations. It resulted in a 3%, 3%, 3% increase over the next three years. They were able to protect much of medical and keep the District form taking out retirees.
Pat Axline, OPEIU 8 noted that negotiations with Providence Hospital open tomorrow. The current contract runs through May.
Ed Triezenberg, Carpenters 562,
reported they are in bargaining with Associated General Contractors. The
current contracts ends in May. They are looking for $5.61 an hour over the next
5 years while AGC has offered $1.68 over 4 years.
Other Reports: Bruce Spalding, IAM 751A spoke on the IAM 751 rally to be held this Friday at the Everett Machinists Hall, 8729 Airport Road. It is entitled Stand up for Jobs rally. He noted that jobs at Boeing effects everyone in the community and commented, “We don’t want to die a slow death. We need to eliminate excuses from the Boeing Company. We are fighting for lives.” Delegates and representatives from locals were encouraged to attend. Food will be available and speakers include Senators Murray and Cantwell, Snohomish County Executive Bob Drewel, King County Executive Ron Sims and U. S. Senator and Presidential candidate John Edwards.
Sylvia Hanson, IBEW 77 discussed the issue of power costs for Boeing, which is the community’s largest consumer.
Rod Sigvartson, IAM 751C spoke further on the rally and noted that the campaign to bring back Boeing jobs will go on to the end of the year.
Mike Heins, IBEW 191, stated that the KSER Radio Labor Journal has been changed to the last Monday of the month. It is still in the 4:30 to 5:30 PM time frame. Jim Smith, LIUNA 292 discussed the programs which will be broadcast on the Workers Memorial and Laborers Centennial celebration.

D.J. Wilson, AFT 4254 and Candidate for Snohomish County Council, Pos. 3. stated that he had doorbelled the first 8 precincts in his District. He is currently working hard to raise money for the campaign.
Jeff Seibert, IBEW 191 and Mayor of Marysville candidate, publicly announced he would be running for Mayor. He thanked the Council for anything they could do to help promote his campaign, and appreciate consideration given to him in the endorsement process.
Kent Hanson, AFSCME 1811S and Candidate for Snohomish County Assessor thanked the Council for its endorsement. He stated, “Be assured as elected Assessor, I will be on picket lines and honor lines.”
Bill Borders, SEIU 925 reported that the wife of delegate Bob James, NALC 791, had passed away this last week. A standing moment of silence was observed in her memory.
Ray Stephanson, Candidate for Everett Mayor stated that while disappointed not to have Council’s endorsement, his commitment to labor is as strong as ever. It is his intention to continue to work with labor wherever he can.
Bob Terwillger, Snohomish County Auditor, thanked the Council for its support. He talked about being the elected official on bargaining team for management at the county. He also stated, “It is critical that we have the right person in Executive’s office and on the County Council.”
Chris Glenn, IFPTE 2001, SPEEA, thanked Bob Terwilliger for his years of service on the United Way Board of Directors where he was supportive of labor.
David Simpson, IFPTE 2001, SPEEA and Candidate for Everett City Council, Pos. 5 reported that his campaign kickoff was well attended. He stated that the city will be going through tremendous change and that he brings the experience of working as a team to the Council. “In 2001 before I left as City Council President, the Everett arena was approved, and the Everett train station. Those were projects that changed lives during my term. I am proud of being a delegate to this Council.”
Bob Dantini, Snohomish County Treasurer, recognized Ed Triezenberg, Carpenters 562 for his work on setting up phone banks on the jail tax initiative. He also thanked everyone at the meeting for their support and noted that he had enjoyed a great working relationship with everyone in the Labor Council.
Pam Daniels, Snohomish County Clerk thanked the Council for its support. She also thanked Ed Triezenberg for working hard on the jail tax initiative. She was impressed with the Carpenters robo-dialing system. She also thanked the Council for its help with the Meth Summit.
Frank Anderson, Everett Mayor thanked the Council for support for his reelection campaign. He also thanked Sec Treas Mike Sells for co-signing an editorial in the Seattle Times regarding keeping Boeing in the area.
Aaron Reardon, State Senator and Candidate for County Executive thanked the Council for supporting his candidacy for County Executive. He stated that while times were economically tough, there is opportunity for the future.
Bill Borders, SEIU 925, reported that Chris Glenn, IFPTE 2001, SPEEA had his last day at Boeing on Monday. Chris has been laid off by the Boeing Company. He also thanked Chris for donating his last overtime check to Operation Shortfall. Delegates rose and gave Chris a standing round of applause.
