Minutes of the Meeting of August 29, 2001
The meeting was called to order by President Chapman at 7 PM. The Flag salute followed. Chris Glenn, SPEEA/IFPTE 2001 was appointed to the Vice President's chair for the meeting. Minutes of the previous meeting were approved as typed and handed out.

Ed Hanson, Mayor of Everett and candidate for reelection, stated he would like the support of the Labor Council for his reelection efforts. He has been endorsed by IAFF 46 and the Police Guild. His priorities are to continue to diversify the economy and build family wage jobs. He noted that while all of us are aware of recent Everett traffic problems, that we may see some good news on the 529 situation tomorrow. He believes in apprenticeship, family wage jobs and prevailing wage standards.
David Simpson, Everett City Council Candidate, Pos. 2, stopped by to thank delegates for support for his candidacy for reelection to the Everett City Council. He also thanked the citizens for gridlock patience during the recent work on Highway 529.
Paul Roberts, Everett School Board Candidate thanked the Council for endorsement. He expressed his concern about attacks on public education. He noted that he was grateful for the work of teachers and other school employees.
Don Gough, Lynnwood Mayoral Candidate discussed his concerns with local labor issues, and the lack of someone with a labor background on new Lynnwood public finance district. If he is elected, he stated that labor would have a voice in the city.
Dan Warnock, Everett City Council, Candidate City Council, Pos. 3, stated that he had been on the city council 3 1/2 years. He stated that the Council had endorsed his candidacy the last election, and would like that support again. He is endorsed by Everett Transit workers (ATU883), Everett Firefighters (IAFF 46) and Teamsters 38.
Mary Ehrlich, Everett City Council, Candidate, Pos. 1, introduced herself. She moved here 3 years ago. She has been a registered nurse for 30 years, and stated that she has been on a picket line as a member of SEIU 1199NW. She currently works at Group Health. Her interest in the City Council came from her concern with living wages, and good neighborhoods.
Layton Chip Donaldson, Everett City Council Candidate, stated that he had lived in Everett all his life. His family has been affiliated with unions as life long members of the community. He is an IBEW 191 member. He does believe labor needs to have someone on the City Council that understands their issues.

EXEC BD REPORTS
Executive Board Report-Secretary Treasure Sells reported on the last two meetings in July and August. The following recommendations were presented for delegate action:
To purchase 50 of the 2002 Labor History calendars to be shared with local educators. M/S/C to concur.
To donate $200.00 to the Oklahoma AFL/CIO to help them fight State Question 6795, a right to work for less initiative. M/S/C to concur.
To donate $100 to the WSLC Women's Committee for their auction. M/S/C to concur.
To donate $300 each to our 3 endorsed candidates in the County Council races. M/S/C to concur.
Secretary-Treasurer's Report-Sec. Treas. Sells gave out written reports for July and August on activities and meetings he has been involved in. This included information regarding local bargaining, fast track legislation, EDC, Everett Housing Authority, the Waste Treatment Facility, permitting issues, COPE activities, CWU, the WSLC Convention, Solidarity Night and web site development.
United Way Labor Liaison Bill Borders-thanked Jerry Otis for his work with wheel chair ramps through the Disability Resource Center. IAM 751 also did a ramp this last weekend. It was whipped it out in one day. Laborers did a project in the last couple weeks, also. He reminded us of the United Way campaign coming up, and the Day of Caring. He stated that 70% of those currently going to the foodbank are full time wage earners. Working poor constitute the majority of those getting food help at the food bank. This has been a remarkable shift from 10 years ago.
COMMITTEE REPORTS
Organizers' Forum-Sec. Treas. reported there would be a meeting on Sept. 20th, at the Labor Temple.
Community Relations-Luis Moscoso reported that on August 5th that he had attended the Annual Latino Business fair. He was asked to speak on Proposition One and Initiative 747 with the minority community.
Womens Committee-Jackie Boschok, reported that the Coalition of Labor Union(CLUW) Convention is coming up on October 4 in Las Vegas. She thanked the Council for its support of the auction at the State Labor Council convention.
COPE
The Screening Committee met on August 6, August 20 and before the regular meeting, August 29. They made the following recommendations to the Council which require a 2/3 majority vote:

Pat Connelly, ATU 1576 discussed the Community Transit Sales Tax proposal on the September ballot. ATU 1576 represents Community Transit drivers. CT is trying to find money for free service on the weekends. They may lose that money that they did get from the Legislature to help them after Initiative 695 passed. Proposition 1 replaces $15 million of the $18 lost in the CT operating budget. When 695 hit, it shut down weekend service. Loss of the money could also mean the loss of Federal funding that pays for DART senior service. A large amount of senior citizens were stranded after 695 passed. While the Legislature provided funding to bridge the gap created by lost revenue, it is slated to go away after a year. He also talked about the difficulty of a public entity getting an issue on the ballot, and being able to speak to it.
President Chapman and the Secretary-Treasurer Sells discussed the need for involvement in the Labor/Neighbor program in the 21st District.
Bob Monize, LIUNA 292, reported that precinct committee people are needed to fill vacant positions.
REPORTS OF UNIONS
Organizing: Truck Vander Torren, IAM 751 reported that
his union had met on Monday and is looking at putting together a Boeing union
coalition. This would involve the IAM, SPEEA and the Teamsters.
Chris Glenn, SPEEA, reported that SPEEA had started an organizing campaign
in St. Louis for 4,000 non represented engineers.
Contract negotiations and maintenance: Teamsters 763, Robert Lovely
reported on problems with negotiations at the Everett Herald. They represent
delivery drivers. A strike sanction vote was held on August 11th. It was unanimous.
Shortly after that they were able to TA a number of items. They would like a
3 year agreement, but the Herald wants 14 month contract and option to subcontract
driver work. They may seek economic action against the Herald, unless the paper
will move off its duration proposal. The economic package took 3 months to negotiate,
and has been substandard. They are making ground on it. The contract is currently
expired.
SEIU 925, Tara Heinecke, reported that they are bargaining with several
school districts. They are very concerned with health insurance costs in Everett
going up astronomically. In Marysville they have experienced a number of layoffs
of classified staff.
ATU 1576, Pat Connelly, reported that they had been trying to negotiate since
April of 2000 for a successor agreement at Community Transit. CT management
has tried to go around the bargaining team by sending letters to members. As
a result they have filed an unfair labor practice. They are on their way to
arbitration. The commuter service contract is in negotiations. The union is
concerned about the use of Stagecoach, a Scottish company to provide that service.
They would like to get the service back in house. The economic package is not
satisfactory, also.
IAM 751F Jackie Boschok, stated that Pres. Bush has proposed mandating of
arbitration in the air transport industry.They are opposed to this.
NEW BUSINESS
M/S/C to grant strike sanction to Teamsters 763 against the Everett Herald
GOOD OF THE COUNCIL
Sec. Treas. Sells reported on Solidarity Day. The attendance was good. He did say the that their needs to be some assessment of how to best utilize the game venue. Bob Monize, LIUNA reported on handing out for candidates at the game. Tara Heinecke, SEIU 925 brought greetings from Karen Keiser, State Representative. She announced an event Sept. 5th at the Seattle Labor Temple for Senator Julia Patterson who is running for County Council against Senator Pam Roach. Jim Smith, LIUNA 292, reported that speakers at the WSLC Convention will be on KSER in excerpts. It can be heard the second Tuesday of the month. Bill Johnston, HERE 8 will be doing political commentary on the program which airs on 90.7FM, and can be heard on the internet at KSER.org Pat Connelly, ATU 1576 appeared with County Council member Gary Nelson in a show that was taped show for hour in September on Proposition One. Peg Chrisman, IBEW 77, reported on complaints about ability to get through traffic for PUD repairs. Some of those folks have been calling Co-Speaker Clyde Ballard, due to his intransigence in helping to improve traffic flow in this area. President Chapman announced that at the next Constitutional Convention of the Washington State Labor Council, he will run for a Vice President's job in the 2nd District.
