Minutes of the Meeting of April 24, 2002

            The meeting was called to order at 7 PM by Vice President Wentworth. She noted that President Chapman was absent due to the passing of his mother in Texas. The flag salute followed. Minutes of the previous meeting were approved as typed and handed out.

EXEC BD & STAFF REPORTS

            Secretary-Treasurer Sells reported that the Exec Bd met in two sessions as the COPE Screening Committee and will have recommendations for the Council to vote on at the May meeting. Delegates received minutes of the April 16 meeting, and it was reported that on April 24 that they were recommending the endorsement of Janice Ellis for Snohomish County Prosecutor. Delegates will be voting on May 22nd on endorsement recommendations.

            He also handed out a written report regarding the Workers Memorial, a rally by Laborers at Rinker Materials, Northwest Power Land use hearing, the Sonic Cruiser, Everett Public Shoreline Access, CWU, the Housing Alliance of Snohomish County, Transportation Town Hall meeting with Congressman Larsen, and the Labor/Neighbor kickoff.

COMMITTEE REPORTS

Community Services— Bill Borders, United Way Labor Liaison handed out a number of "thank yous" and praise to: 1. Pilchuck Uniserv Council for its $500 to Operation Shortfall. 2. The IAM 751 volunteer recognition event and 110 projects they have worked on, and the leadership of Don Shove. Machinists have been out in the community every weekend. 3. Chris Reiter, ATU 1576 President for reaching the million mile club for bus drivers without an accident after driving 1 million miles. 4. Rep. Aaron Reardon for helping out on recent counselor training. He noted that the annual Letter Carrier food drive is coming up, and that foodbanks in terrible shape. 5. Rod Mendenhall, IBT 38 for directing donations after the loss of his mother to Operation Shortfall. He noted that the RAMP program done with the leadership of Jerry Otis of the Carpenters will now be working with Operation Shortfall. He thanked Jerry for his dedication to the project.

Ken Titus, NALC 791, thanked the Council for providing a $1,000 donation for food bags. Help Jerry Otis with ramp drive.

Labor Liaison Borders introduced Cecilia Matta of United Way. She was present to let delegates know about upcoming estate planning programs of which union members could take advantage. She gives seminars on tax changes and wills. The upcoming seminars will be at United Way on April 30, May 30 and June 26. An attorney, and CPA will be present to answer questions.

Snohomish County Sheriff Rick Bart and Washington State Labor Council Liaison of Substance and Alcohol Abuse Suzanne Moreau reported on a recent Snohomish County Meth/Amphetamine Summit. Suzanne Moreau spoke about the extent of the problem with meth labs in this area, and how they impact all of us. Leaders in law enforcement, including Snohomish County Sheriff Rick Bart helped sponsor and lead the largest summit in state with over 400 people attending in January. From that, 60 students have been involved in planning a Youth Meth/Amphetamine Summit this May. Sheriff Bart stated that a committee of over Middle School and High School students have been working the last several months to plan the event. It will be held at the Westgate Chapel in Edmonds at no cost for building use. The expect 1300 on May 29th. So far $3,000 has been raised for the event were all students in attendance will be served lunch. They have asked the Governor to come, and an Assistant State Attorney General will be present along with recovering meth addicts. He noted that the problem created by meth/amphetamines has become a substantial law enforcement problem. The drug literally ats brain cells and causes holes in the brain. Those taking it often get bored and seek out officers for care chases. To combat the use, it is important to go after the educational piece of the issue early. Workers Memorial-Toni Bohan, SEIU 925 and Workers Memorial Committee Chair reminded delegates about the April 29th Workers Memorial at the County Courthouse at 5:30 PM. Planning a special event to reflect on the union members killed on September 11th, as well as noting the names of all those killed in Washington State in work related accidents in 2001. Those who would like can meet at the Labor Temple at 5:00 PM to walk up to the event. Delegates were encouraged to bring signs and banners.

COPE

            Kevin Quigley was introduced and gave an announcement of his intent to run for County Executive next year. He felt he needed to get an early start in bringing the issues to the people, and quoted John Kennedy, "One person can make a difference and every person should try." He grew up in the area, and has served in State Senate from the 39th District. He was also pleased to have served on Scoop Jackson’s staff. He felt that  Snohomish County has a huge challenge with budget. The county will need to do more with public health and public safety. His experience with running Internet and a union shipyard companies will aid him in making tough decision. He noted the need to respect our public employees.

            State Representative Aaron Reardon, 38th District discussed budget the difficult decisions that needed to be made in this last legislative session due to the huge budget shortfall. His was proud of the unemployment changes passed, and the help it will give dislocated workers. He noted that the State had not invested in transportation since 1991. If the legislature had passed a transportation package, it would have begun to create over 20,000 jobs that could have started immediately. Now it will have to wait until after November missing a whole construction season. He voted to move on the package and was supported in that by Reps. Berkey, Sullivan and Cooper. "It should have been done in Olympia. It was not a difficult vote to take," he commented. "We need to look forward instead of looking over our shoulders". Mike Cooper, 21st District will be Vice Chair of Transportation of Committee in House if the Democrats retain control, and he looks forward to working with Mike to move much need transportation legislation. Those improvements will need to be made to retain jobs and employers like Boeing in the area. The representative also discussed the need for emergency preparedness in the area and leadership in working the Federal government on funding.

            Sec. Treas. Sells reminded the COPE Strategies Committee of its meeting on April 30 at 6PM at the Labor Temple.

REPORTS OF UNIONS

            Organizing- Dan O’Connor, LIUNA 292 thanked those supporting LIUNA mebers at Rinker Materials in their efforts to get fair severance recognition in layoffs. A rally was put together with short notice. Pictures of the rally ended up getting e mailed to company headquarters in Florida, as the company administration was meeting. As a result, local managers, Neil Evans and Graham Hardrick, were given latitude to negotiate a settlement. Dan noted that he and Chuck Jewell had reached a tentative agreement with the company. They have garnered severance with extended health and welfare. A few more people have been aided on the seniority list placement.

            Marjorie Lewis, OPEIU 8, reported the local will be doing a new membership drive at Providence to coordinate with the opening of the new Women and Childrens' Pavilion at the Pacific campus in Everett in May and June.

            Nominations were opened for 2 delegates to the Washington State Labor Council COPE Convention on June 1 in Seattle.

Chris Glenn, SPEEA was nominated and declined.

Mike Sells, AFT 772 and Darrell Chapman, IBEW 191 were nominated. No further nominations were made It was M/S/C to elect by acclamation.

Don Shove, IAM 751A, reported on the honors received by Bob Neumann at a recent event honoring IAM 751 volunteers. Bob was surprised by the honor and recognition.

Jim Smith, LIUNA 292 encouraged delegates to get ideas for programs to the Labor Radio Journal.
