Minutes of the Meeting of November 19, 2003

 

The meeting was called to order at 6:00 PM by President Chapman, followed by the Pledge of Allegiance. Minutes of the previous meeting were approved as amended. Bob Monize noted his attendance at the last meeting. 

CREDENTIALS

 

M/S/C to seat the new delegates who were present. Mike Campbell, Teamsters 38 was sworn in.

 

GUESTS

 

            Ray Stephanson, Mayor of Everett, wanted to reaffirm that he will work as hard as he could for the working people of Everett. He noted his desire to work with all of labor and city employee groups during his administration.

 

            Lisa Griffith, Marysville School Board Recall Committee, spoke on the recall efforts in Marysville for school board members. She answered questions from the delegates regarding the process.

 

EXEC BD & STAFF REPORTS

                       

Secretary-Treasurer Sells reported on        the Executive Board meeting of November 13th. The Board did take action to recommend support for Dave Kurtz, AFSCME 1811 PA for a Superior Court Judge. The Board also voted to contribute $250.00 to the recall effort in Marysville.

 

Secretary-Treasurer Sells also gave out a written report on meetings attended this last month including: PDF on a non union maintenance firm, WSLC Strategic Planning conference call on organizing for West Coast Labor Council’s meeting, meeting with reporter of Everett Business Journal, MLK Committee, Everett Housing Authority, Economic Development Council strategic planning and Labor/Neighbor. He also announced he would be seeking an appointment to the possible open House seat in the 38th Legislative District.

 

 

 

 

COMMITTEE REPORTS

 

Community Services:  Chris Glenn, SPEEA, stated that over 300 people attended the Everett Massacre film by Denise Ohio. It garnered over $1,000 for Operation Shortfall. He noted that the flooding again had precluded the attendance of United Way Labor Liaison Bill Borders. He asked delegates to please bring unsold raffle tickets in to the Labor Council office for use at the year end party. He also noted that the ramp program was building a ramp a week.

             

COPE

 

            It was M/S/C to recommend Dave Kurtz for the Superior Court position being vacated by Judge Thibideau.

 

            Luis Moscoso, WPEA, UFCW 365, reported on working with the Howard Dean campaign. They are trying to put together a Labor for Dean group to attend caucuses on Feb. 7th.

 

            Dick McManus, ATU 1576, reported on his support for Dennis Kucinich. He noted that Kucinich was against WTO, job outsourcing and would cut defense spending by 10%.

 

            Gary Doughty, AFSCME 113, talked about Democratic endorsements in the latest city races. He stated that part of that was our own fault for not being involved early in the processes of the Democratic Party.

 

            Leonard Kelley, Teamsters 38, Labor/Neighbor Coordinator, reported on the Labor/Neighbor program. He felt we needed to turn more people out. For example, we you look at the low voter turnout, only 15% of voters actually took away our ergonomics rule. Thanks to Bob Downey and IAFF 46 who filled 78 volunteer slots, Toni Bohan and SEIU 925 for filling another 20 slots. Also thanks to the Teamsters for stepping up on the Labor/Neighbor program.

 

            Michael Maddux, UFCW 1001, reported that the next meeting of 38th District Democrats would be at a Christmas Party at Ray Stephanson’s house.

 

            Terry Van Wyck, AFSCME 1811C, stated there were no Democratic PCO’s listed in  Lake Stevens.

REPORTS OF UNIONS

 

Organizing- Darrell Chapman, IBEW 191, reported on the Workforce Development Council meeting and the State Labor Council’s Organizing Committee for which met in Seattle. He promoted the December 10th rally in Seattle as a beginning to focus on the problems workers have in this country when trying to organize a union.

           

Contract negotiations and maintenance -   Toni Bohan, SEIU 925, has been bargaining since February for a new contract for the Everett Housing Authority’s maintenance staff. They have settled a number of different items. They would like the current contract language on wages but have been unable to get it. Members voted by a 2/3 majority to strike as the result of the lack of a satisfactory agreement at this time. They will need some help with getting an agreement. She thanked the Council for its support in Marysville.

Michael Maddux, UFCW 1001, stated they are still in bargaining with Group Health, and have a contract extension. Group Health is looking at takeaways in health care. UFCW is working with SEIU and OPEIU to provide mutual support. Group Health is also merging its eastside campus with non union Overlake Hospital. He noted that grocery strikers are strong in Southern California. Charles Primm, UFCW 1001 delegate, was down there last week on a support assignment.

 

Other Reports- Doug Rice, UFCW 1105, stated that his wife, Lynda, UFCW 1105, has also been on the lines is Southern California. This is her second trip down. They are striking Krogers, Albertsons, and Vons(Safeway). They had originally planned to target certain stores, but the companies had a pre-agreement to split profits with struck stores. Management is asking workers to pay more for health care, will provide no raises and install a two tier wage system. UFCW will start picketing Safeway throughout the country if this continues.

Bob Monize, Laborers 292, reported on a Department of Labor meeting in Chicago on LM2 reports that dramatically affect reporting. Starting January 1st, labor unions will have more demands made on them for reports. Darrell Chapman, IBEW 191 and Mark Moshay, SPEEA also spoke to the LM2 issue.

 

NEW BUSINESS

M/S/C to grant strike sanction against Everett Housing Authority.

M/S/C to refer grocery workers Hold the Line Strike Fund to Executive Board for action.

GOOD OF THE COUNCIL

 

David Simpson, SPEEA, stated he was proud to have Labor endorsement during the recent city council election. He stated he was a proud SPEEA member and thanked the Council, IAM 751, SPEEA and Teamsters 38 for their help.

 

Darrell Chapman, IBEW 191, noting that Chuck Jewell would not be seeking another term as Trustee, thanked him for all the work he has done on the Executive Board. He noted that we all have tremendous respect for Chuck’s work and help.

 

Tom Plummer, IAM 751A, stated that he felt that Labor/Neighbor worked fine for a targeted area, but not in the context of larger areas, such as initiatives, where we are spread out. He stated that the framework didn’t seem to work for some of the things that we hold very dear. He questioned whether it could work at all for statewide issues.

 

Chuck Jewell, IBT 38, stated that if we are target more and have more participation Labor/Neighbor works great. He encouraged locals to stop fighting each other.

 

Darrell Chapman, IBEW 191, further discussed the Right to Organize issue. He said there is not one International that hasn’t sent down the directive to work on the Dec. 10th rally.

 

Mark Moshay, SPEEA, stated that their international president would be directly involved.

 

Terry Van Wyck, AFSCME 1811C, reported her concern with 44th District Representative Hans Dunshee suggesting binding arbitration on teacher bargaining. She attended a meeting where he did not get a good “welcome” on the suggestion.

 

Dick McManus, ATU 1576, sees a big problem with voting machines. No one can tell if the software has been tampered with. Software is proprietary.

 

Jim Smith, Laborers 292, reported that the KSER Labor Radio Journal is last Monday of month, 90.7. They are playing excerpts from the State Labor Convention.

 

Doug Rice, UFCW 1105, asked about the endorsement process regarding the possible 38th District vacancies. The Secretary-Treasurer noted that all candidates would go through the established COPE process.
