of the meeting of June 28, 2000
The meeting was called to order at 7:00 PM by President Pro Tem Mike Sells. Minutes of the previous meeting were approved as typed and handed out.

GUESTS:
Georgia Gardner, State Senator, 42nd District, Candidate for Lands Commissioner: Sen. Gardner came before the body to ask for support in her run for State Lands Commissioner. She spoke of her strong ties and voting record with labor issues. Her parents were both actively involved in their unions and she was raised to believe that working wage jobs for all is a priority. The issues for her campaign for Lands Commissioner is to involve all parties in any discussion concerning the preservation and utilization of the state’s lands. She spoke to the idea that we are all environmentalists and want clean air, water and lands preserved for recreational use but that will not work if people cannot earn a living or have a place to live. Re-election
Peter Brown, Field Director for the Larsen for Congress Campaign Peter gave the body an update on the Larsen campaign and introduced the new Field Deputy Director Vic Cox. The campaign is now fully staffed. The invitation was extended to all to attend the Larsen fundraiser at the Flying Pig on Thursday June 29th. Laura Wentworth, IBT 38, also invited the group as a co-sponsor of the event.

BD REPORT:
1. To send the Sec. Treas. as the delegate to the WSLC Convention in August.

Board Member Jackie Boschok, IAM 751, spoke on the upcoming convention and auction. She said that any donations by locals and/or individuals would be gratefully accepted and she will be the person to contact.
4. That it be the policy of the Snohomish County Labor Council to generally not make sponsorship donations for paid advertisements in publications that are utilized primarily outside the Snohomish County area.

Discussion to this motion clarified that should special circumstances arise a recommendation can be placed before the board or come from the floor for consideration.
The Sec. Treas. also gave out a written report of activities since the last meeting including work on support for Providence workers, Wal-Mart education activities, workers memorial, website updates, United Way, organizers forum, CWU, EHA
Labor Liaison Bill Borders invited the body to honor Ken Titus, NALC 791, with an ovation for his tireless efforts in community service especially as “Father of the Food Drive”. Ken was given a standing ovation. Bill also noted that Julie Mulstein of the Herald had recently written an article on Ken’s charitable work.
The food drive this year was a tremendous success with an increase of over 40,000 pounds. Thanks were given to IAM 751, SPEEA and others for their help.

Memorial
President Pro Tem Sells asked delegates to return to their locals and encourage them to help sell the bricks necessary to finance the memorial. He suggested members visit the SCLC website at www.snolabor.org to see the photos of the sculpture being created.

Janine Dibble, IBT 38, spoke on the plan to educate members that shopping at Wal Mart is harmful to the economic life of the area and could really impact living wage jobs for local grocery workers.

Laura Wentworth, IBT 38, informed the body that the topic for the next Organizing Forum will be “Strategies for starting an organizing campaign from scratch.” The next meeting will be held July 20th at 10am in the SCLC office.

The COPE Screening Committee met on June 15th and made the following recommend

Discussion on I-722 included comments by Kent Hanson, AFSCME 1811C, that those who have homes under $200,000 would be the hardest hit under 722.
President Pro Tem Sells noted that lawyers are calling this the “full employment initiative”.
UNFINISHED BUSINESS
M/S/C (unanimously) to amend the Article X, Section 1 of the Constitution to reflect a 46¢ percapita. This is an increase of 15¢ from the current 31¢.

Organizing
reports:
Chris Glenn, SPEEA, gave an update on the efforts to organize the Boeing facility in Kansas. The vote will be June 29th. In a last minute effort to sway votes the company rented an amusement park and gave all employees the afternoon off to attend. It was noted that the union should take credit for getting the employees a day off with pay to go to an amusement park.
Contract negotiations & maintenance:
Paul Pritchard, EEA, reported that talks with the Everett School District could get tough in the fall. The district has a new negotiator, a lawyer, and one of the recent developments is the unusual action of unilateral adoption of the calendar.

Chuck Russell, IBEW 77, alerted the council that there might be problems in the near future because Puget Power Energy, due to a merger, could be laying off employees.

Bill Borders, Labor Liaison, announced Paul Pritchard’s retirement. He also thanked the SCLC office for assisting with the Operation Shortfall dispersement of funds for the Providence workers.
