Minutes of the Meeting of August 27, 2003

 

The meeting was called to order at 7:00 PM by President Chapman followed by the Pledge of Allegiance. A moment of silence was observed for Dave Chambers, Teamsters 763 and Barbara Noble, Carpenters 562 who passed away this last month. Minutes of the previous meeting were approved as typed and handed out.

M/S/C to seat the new delegates present. Karl Lawson, ATU 883 and Gregory K. Powell, IAM 751C were sworn in.

EXEC BD & STAFF REPORTS

            Secretary-Treasurer Sells reported that the Board had met on August 19th for the purpose of screening candidates for local office. The following candidates were interviewed:

 

            As a result, the Board made the recommendations which were under COPE on the agenda.

            The Board also met at 6 PM on Wednesday, August 27th. As a result of that meeting, they are recommending an endorsement for D.J. Wilson in County Council Position #3.

Secretary-Treasurer Sells also gave out a written report on his activity that included the State Labor Council Convention, Everett Housing Authority, CWU, Apprenticeship Set Asides at the Port, candidate fundraisers, port barge facility, MLK committee, AFL/CIO meeting in Chicago, etc.

           

 

COMMITTEE REPORTS

 

Community Services:  Bill Borders, SEIU 925, discussed the problems that the local Red Cross is having financially. As a result, the ability to meet local disasters is severely impacted. The committee is gearing up for the holiday raffle, and donations for prizes are welcome. It is a major fundraiser for Operation Shortfall. He also talked about a November premiere for the Everett Massacre film by Denise Ohio at the Everett Historic Theater. The RAMP program is in need of money and volunteers. They are in the process of creating a RAMP Board, and becoming a separate 5.01c3. He noted the great community service work done by Chris Glenn, SPEEA, and the memo included in delegate packets from Mark Moshay, outlining Chris’ accomplishments.

 

WISHA Monitoring Committee—Tom Plummer discussed a possible drive toward 3 party insurance system that could hurt worker benefits. He explained that we have a two party system. A three party system brings a private insurer to the system. He also discussed the challenge to the State ergonomics rule that will be on the ballot. It will repeal that health and safety measure if it passes; therefore we need to vote down I-841. He discussed the WISHA suit by the Farm Bureau. They are using retro funds from the workers compensation system to sue WISHA so they cannot come on property without the employer’s permission. They say that WISHA would need a search warrant. The WSLC is now a party to the suit. Since Washington State does not allow the agency to get a subpoena, success in the suit would mean the end of safety inspections.

             

COPE

 

M/S to endorse Kevin Quigley for Snohomish County Executive. (This motion was held from the last meeting) President Chapman explained why he was going ahead with a vote even though some concerns were raised about it being a reconsideration, and therefore, out of order. Discussion ensued over whether the motion was in order.

A challenge of the chair’s ruling to go ahead with the vote was made.  By a 16 to 15 hand vote it was decided to uphold the ruling of the chair.

 

M/S/C to end debate

 

The original motion to endorse Kevin Quigley for Snohomish County Executive failed on a standing vote of 16 Yes 32 No

The following motions were presented to the Council by the COPE Screening Committee and acted upon:

A motion from the floor by Firefighters 46 was made and seconded to endorse  Cindy Portmann for Snohomish County Assessor. It will be voted on at the next meeting.

REPORTS OF UNIONS

 

            Organizing LIUNA 292, Bob Monize noted that 8 area organizers in the area had been combined on International level.

            Teamsters 38 Chuck Jewell spoke to organizing programs in the South Puget Sound area.

            IBEW 191, Darrell Chapman reported on IBEW organizers meetings in Portland. He stated that the IBEW had driven non-union wage up to very close to the union scale making it difficult to organize the few unorganized. He commented on the vicious attack from the BIAW on workers compensation and ergonomics standards.

           

Contract negotiations and maintenance- UFCW 1105, Paul Quaintance reported on the bargaining issues at the Bon. Bon wants to substantially reduce wages.

 

Other Reports:  Laborers 292, Bob Monize reported on a flagger injured on 164th. The woman that hit her was on meth. Ed Triezenberg reported on Koster Business Roundtable Breakfast.

GOOD OF THE COUNCIL

 

Jeff Seibert, Candidate for Marysville Mayor thanked the Council for its support.

 

Marian Krell, Everett City Council, Pos. #1 thanked Council for support. She noted that she had been endorsed by ATU, IAFF and AFSCME, also.

 

Ray Stephanson, Candidate for Mayor of Everett, invited delegates to a September 9th debate at PUD auditorium. He is having a Sept. 14th fundraiser at Layton Park.

 

D.J. Wilson, Candidate for Snohomish County Council, Pos. #3. stated that he has gone to over 10,000 homes in his doorbelling. He discussed his opponents past record when in the legislature.

 

Karen Hikel wanted to be here to thank for Council for considering her brother, Ted Hikel for Lynnwood City Council. He has covered 3/4 of the city in doorbelling. Ted is a member of Teamsters 117.

 

Kevin Quigley, Candidate for Snohomish County Executive, stated that he will be back next meeting. He said he had doorbelled 10,000 homes and raised over $200,000. He commented on running a union ship yard and that he was an industry leader in environmental clean up. He also stated he will support public employees and work to get the 7E7 built in Everett.

 

Tony Tinsley, Mukilteo City Council, Pos. #4 thanked Council support and spoke about the importance of worker safety.
